Minimum Qualifications :
BA/BS Degree with 12 years of experience OR the equivalent combination of education and experience.
Job Responsibilities:
The Partnership for Transforming Health Services, Phase 2 (PATHS2), a DFID-funded programme in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government. The Senior Finance & Contract Manager / Senior Finance Manager will be based in Abuja and will be responsible for the management of the contract, procurement, subcontracting, financial management and reporting, and general administrative support of the programme.
Essential Job Responsibilities/Percentage of Time:
Specific duties and responsibilities include the following:
* Responsible the supervision of the administration, financial, and general management of the programme activities.
* Implement financial and administrative policies and procedures that meet project needs and corporate and client requirements.
* Ensure compliance to terms and references of the Agreement.
* Support the start-up and close-down of state programmes, and provide on-going general administrative support to state offices.
* Provide training to field staff on project procedures as well as building skill-levels of project staff in the area of finance, administration, and project management.
* Create and maintain financial reporting and tracking systems providing data measurements on financial performance of project and project activities.
* Prepare budgets and revenue plans for project programming and corporate reporting.
* Serve as project’s contact with client on finance and administrative issues. Participate in negotiations with client on contract issues and actions and follow up on client requests and concerns.
* Lead procurement efforts for the project, selection and negotiation with vendors, and management of subcontractors on project.
* Develop and implement accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures.
* Develop a procurement plan and ensure execution; oversee the equipment inventory list and ensure it is regularly updated.
* Oversee accountants’ management and correct use of financial system and accurate and timely preparation of monthly financial reports and cash projections.
Skills Prerequisites:
* Bachelors Degree (required), or Masters Degree (desirable), in Business, Finance, Management, or other relevant field.
* 12 years of relevant professional experience in project management, contract administration, financial management, and/or program operations.
* Five or more years of international project management experience, of which two were in West Africa, preferably in Nigeria.
* Experience with DFID is a plus.
* Experience in project implementation.
* Excellent writing, computer, management and organizational skills.
* Successful track record as financial and operations manager.
* Experience successfully managing sizable staff.
* Demonstrated leadership skills.
* Strong interpersonal skills and communication skills, initiative, and good judgment.
* Ability to anticipate and solve problems.
* Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
