</script></div><p>UNICEF Nigeria is seeking the services of an Administrative Officer who will contribute to the timely, efficient and appropriate delivery of administrative services as well as maintenance of premises, office equipment and transport fleet.<br />
<strong><br />
The successful candidate will be expected to carry out the following duties:</strong></p>
<p>* Ensures the safekeeping of equipment and supplies, conducts annual physical inventory, prepares reports, including cost analysis and recommends replacement or disposal of equipment and supplies.<br />
* Reconciles physical inventory data with office records to ensure inventory taken is complete, and identifies discrepancies and make recommendations for corrective action.<br />
* Prepares annual reports on subject to UNICEF headquarters in New York.<br />
* Responsible for and manages the office fleet ensuring effective and efficient transport services. Monitor and ensure appropriate schedule for use of vehicles and drivers. Reviews and analyses reports on mileage, use of petrol, drivers’ overtime and maintenance services and makes recommendations for improvement. Develops appropriate monitoring and reporting tools and ensure their effective use.<br />
* Ensures compliance with guidelines, budgetary plans and allocation in the procurement, maintenance and repair of equipment and supplies, official premises and vehicles. Proposes to the supervisor any changes that may be required. Contributes to the preparation of annual reports.<br />
* Undertakes administrative arrangements for new arrivals of staff and official visitors, events, meetings, workshops, seminars and visitors by coordinating transportation, hotel accommodations, conference room reservations and audio-visual equipment, as required.<br />
* Reviews travel requests as necessary for budgetary provisions, undertakes travel arrangements, (e.g., tickets, visas, hotels, per diem). Issues travel authorizations when required, confirming accuracy of information for signature of supervisor. Briefs staff on policies and procedures covering official travel as necessary.<br />
* Briefs and assists arriving and departing staff as and when required on basic administrative procedures and requirements, (e.g., shipment and insurance of personal effects, liability claims, as well as identification, arrangement and selection of staff housing).<br />
* Supervises the timely and organized delivery, collection, registry, reproduction and transmittal (UNET, fax, courier) of correspondence, documents, pouch services and administrative supplies.<br />
* Recommends and prepares estimates as necessary on office premises, supplies and equipment requirements for budget preparation purposes.<br />
<strong><br />
Minimum qualifications and competencies</strong></p>
<p>* University degree or its equivalent in business administration or related fields. Advanced university degree in appropriate field, an asset.<br />
* Minimum of two years of practical professional work experience in the field of general office administration, especially in the areas of transportation management, travel, customs and protocol arrangements.<br />
Experience in an international organization is desirable.<br />
* Fluency in English required. Knowledge of another UN working language an asset.<br />
* Good judgment, initiative and analytical skills.<br />
* Integrity, honesty and high sense of responsibility.<br />
* Ability to negotiate, manage resources, train staff in administrative standard operating procedures<br />
* Good communication, time management and interpersonal skills.<br />
* Good management, supervisory and coordination skills.<br />
* Good knowledge of computer application. Knowledge of spreadsheet and word processing and other presentation software required.<br />
* Ability to work effectively and harmoniously in an international and multicultural environment.<br />

Position: Program Officer- Addressing Social &amp; Cultural Barriers to Sexual and Reproductive Health<br />
Job Location: Lagos, Nigeria</p>
<p><strong>Summary Description</strong><br />
The Program Officer will be responsible for developing, monitoring and coordinating grantmaking that supports efforts that are Addressing Social and Cultural Barriers to Sexual and Reproductive Health in West Africa, focusing on Nigeria and sub-regional initiatives. The goal of the work is to improve the sexual and reproductive health of young women by improving access to information, services and skills required to reduce HIV/AIDS infections, early marriage, teenage and unwanted pregnancy, maternal mortality and gender violence, that particularly affect millions of girls and young women. The particular emphasis is on programs that effectively address barriers related to gender and economic inequality and their impact on SRHR outcomes.</p>
<p>Under the supervision of the Foundation’s representative of West Africa in Lagos and the Director of Sexuality and Reproductive Health and Rights in New York, the new Program Officer will develop grantmaking and related activities to implement four interrelated strategies to achieve the goals of this work: scaling up of promising adolescents and young women’s reproductive health/HIV programs that with specific attention to those that counter gender violence and harmful social practices that limit the access of adolescents and young women to sexuality and reproductive/HIV information and services; supporting policy analysis and advocacy particularly around unwanted pregnancy and safe motherhood; broadening the role of faith-based leaders and institutions, men, boys, parents policy makers, politicians and leaders of traditional and civic organizations in efforts to counter harmful social practices that limit life options for girls and young women; and using effective communications and research to build evidence, enhance learning and track factors that promote scale and capacity to monitor and evaluate programs, partnerships, media campaigns etc.</p>
<p>Specifically, the Program Officer will review the current status of the field and the status of the grants in the Foundation’s existing portfolio; formulate plans to implement grant making in the new program strategies; solicit, review, and respond to grant proposals; prepare recommendations for foundation funding. S/he will be expected to provide intellectual leadership in the field of sexuality and reproductive health. S/he also is expected to collaborate broadly with scholars, practitioners, government agencies, non-governmental organizations, and other donors. In addition, the Program Officer is expected to contribute to the attainment of the office’s Field Office Program Strategy which includes work on governance and economic development. The Program Officer will also collaborate with colleagues in the Foundation’s other offices to advance a worldwide agenda around the Foundation’s goals in the sexuality and reproductive health and rights field.<br />

<p><strong>Job Qualifications</strong><br />
Significant professional experience working with a broad range of public sector and civil society programs in the adolescent and youth sexual and reproductive health/HIV fields. Direct work experience with youth leadership, organizing or empowerment programs is desirable. Understanding of program development and demonstrated ability to conceptualize programmatic ideas and strategies, carry out policy analysis and developing working relations with key stakeholders. Demonstrated capacity to interpret institutional, social and cultural dynamics in the Nigerian and West African contexts. Excellent analytical, organizational, and facilitation skills, as well as strong oral and written communication skills in English and French. Demonstrated commitment to collaboration, evidence of effective accomplishment as part of a team and a graduate degree in a related field are required.</p>

The University was developed in response to the demand for high quality, American-style education in Nigeria. AUN, located in Yola, was conceived in 2003, chartered in 2004, and is West Africa s (and the region s) first private, not-for-profit American-style university western in character but distinctively Nigerian with high aspirations for quality and international recognition for academic excellence. American University of Nigeria was created in consultation with and assistance provided by American University, Washington, DC, an institution with an international reputation for excellence. Today, with 1300 students and over 90 faculty members, the University has achieved significant enrollment growth and academic distinction. It is anticipated that the new President will assume office by January 1, 2010 or soon thereafter.</p>

<p><span style="text-decoration: underline;">Objectives</span></p>
<p>The key security objectives are to assure for all of the Bank’s location throughout Africa the:</p>
<p>Protection of all ADB assets and personnel in Côte d’Ivoire; Availability of security and emergency contingency plans; Prepare for a return to Headquarters form the Temporary Relocation Agency (TRA).</p>
<p>Preparation of threat level report relating to Côte d’Ivoire; Identification of all threats to the ADB in Côte d’Ivoire and the putting into place of effective counter measures; Conducting Risk Analysis and Risk Assessment Reviews to be included in all Security Unit (SECU) reporting to the President of the Bank.</p>
<p>Duties and responsibilities</p>
<p>Under the direct supervision of the Head of the Security Unit in fulfilling his prime duties the Security Manager is tasked to:</p>
<p>* Prepare, maintain and put into action the ADB’s strategic risk assessment program for Côte d’Ivoire, through which he will identify and characterize threats, assess risks, design countermeasures to eliminate or reduce risks and propose cost-effective solutions for a safe return to Headquarters;</p>
<p>* Provide security advice to the Head of the Security Unit in both a pro-active and reactive manner;</p>
<p>* Prepare, for approval of the Chief of the Security, all Côte d’Ivoire related security  documentation such as risk assessments, security procedures, reports concerning threat levels, security incidents involving ADB personnel, the organization of security at the Headquarters and the analysis of security events affecting the ADB itself;</p>
<p>* Establish and maintain good working relationships with the security authorities of Côte d’Ivoire and with the United Nations Security Coordination Department, and also with counterparts in similar organizations;</p>
<p>* Prepare the physical security environment at the Headquarters for the return of the Bank of Côte d’Ivoire; Conduct liaison with the contracted security company Group 4 Securicorps;</p>
<p>* Control access to all Bank facilities in Cote d’Ivoire; Implement technical security improvements to all Bank facilities in Cote d’Ivoire.</p>
<p>* Prepare and maintain crisis and emergency plans for all personnel in Côte d’Ivoire, covering eventualities such as war, country evacuation, earthquake, flood, fire and temporary loss of asset access, and any other credible natural/man made disaster or major accident.</p>
<p>* Analyze current technical security posture and make recommendations to improve all technical security enhancements for all ADB locations. Implement technical programs to enhance human security resources;</p>
<p>* Develop and supervise training programs for SECU staff at HQ in Abidjan.</p>
<p><span style="text-decoration: underline;">Selection Criteria</span></p>
<p>Including desirable skills, knowledge and experience</p>
<p>* At least a Master degree in a security related field.</p>
<p>* At least seven (7) years of relevant and pertinent experience in the security profession.</p>
<p>* Extensive experience in military, police or relative field required.</p>
<p>* High level degree of confidentially and integrity; very good interrelations skills, and diplomatic skills.</p>
<p>* Discreet and quiet professionalism with career background in security field.</p>
<p>* Proven leadership; Ability to work in a stressful environment and able to deliver timely results.</p>
<p>* Excellent written and verbal communication skills in English or French ; with a working knowledge of the other language.</p>
